South Africa's National Climate Change Adaptation Strategy

The Minister: Environmental Affairs has published the DRAFT National Climate Change Adaptation Strategy (NCCAS) for a 30-day commenting period until 05 June 2019.
The NCCAS identifies that South Africa will experience warming (increase in energy/intensity) of almost double the global average, with serious impacts on human livelihoods and ecosystems anticipated over the medium term.

The Eastern Cape has already experienced the effects of increasing drought frequency and intensity, with the Kouga region, which includes Jeffreys Bay, Humansdorp and the Cape St Francis, being declared a disaster area in May 2017. This national policy document seeks to catalyse national, provincial and local government action to adapt to the changing conditions and reduce the negative consequences.
The key objectives of the DRAFT NCCAS include:
Goal 1: Develop a National Adaptation Plan, and begin operationalization as part of implementing the NCCRP for the period from 2020 to 2025 and for the period 2025 to 2030;
Goal 2: Take into account climate considerations in national development, sub-national and sector policy frameworks for the period 2020 to 2030;
Goal 3: Build the necessary institutional capacity for climate change response planning and implementation for the period 2020 to 2030;
Goal 4: Develop an early warning, vulnerability and adaptation monitoring system for key climate vulnerable sectors and geographic areas for the period 2020 to 2030, and reporting in terms of the National Adaptation Plan with rolling five-yearimplementation periods;
Goal 5: Development of a vulnerability assessment and adaptation needs framework by 2020 to support a continuous presentation of adaptation needs; and,
Goal 6: Communication of past investments in adaptation for education and awareness as well as for international recognition
